A big thank you to EA Germany for the great event. The German community consist of a lot of awesome people and we enjoyed our time together. You can find sims here, on the exchange, at TSR or through other sites like the My Sims 3 blog. Personally, I really don't want to be bothered making 100 or more sims, so I filch other sims. Plan on adding between 30 and 100 sims to your world. This means, you usually need to kickstart the process.
Waiting for the story progression to fill up your world does not work if you want to play a social game. But your young adult sims may very well be elders by the time their are suitable spouses for them.
The various story progressions will eventually fill up your worlds. But those are the exceptions rather than the rule.
It's not universal, and there are a FEW populated player created worlds. One of the weaknesses of most player created worlds is they come unpopulated.
